Sakhib-Garei Said-Galiev

Born Mar. 6 (18), 1894, in Ufa; died Oct. 29, 1938. Soviet state and party figure. Member of the Communist Party from March 1917.

Son of a worker, Said-Galiev became a worker himself. In 1915 he was drafted into the army; he was an agitator for the RSDLP committee in the city of Ekaterinburg (now Sverdlovsk).

After the February Revolution of 1917, Said-Galiev became a member of a regimental committee, a member of the Ekaterinburg soviet, and chairman of a Muslim soldiers’ garrison committee. In July 1917 he became chairman of the Muslim regional soviet of the Urals. In 1918 and 1919 he was commissar for nationalities of the Kazan soviet and a member of the Tatar-Bashkir bureau of the Ufa province committee; he taught Muslim military and political training courses under the political section of the Central Muslim Military Baord. In November 1919 he was a delegate to the Second All-Russian Congress of Communist Organizations of the Peoples of the East (COPE) and was elected chairman of the Central Bureau of COPE under the RCP(B) Central Committee. In 1920 and 1921 he was chairman of the Revolutionary Committee of the Tatar ASSR, a member of the Kazan province committee of the RCP(B), and chairman of the Council of People’s Commissars of the Tatar ASSR. From 1921 to 1924 he was chairman of the Council of People’s Commissars of the Crimean ASSR. From 1924 he held responsible party and government posts.

Said-Galiev was a delegate to the Ninth, Tenth, Twelfth, and Thirteenth Party Congresses. At the Thirteenth Congress he was elected to the Central Control Commission of the RCP(B). He was a delegate to the Second and Third Comintern Congresses. Said-Galiev was also elected to the All-Russian Central Executive Committee and the Central Executive Committee of the USSR.
