Khavkin, Samuil Tevelevich

Born Oct. 18 (30), 1893, in Rogachev, in what is now Gomel’ Oblast; died Dec. 9, 1976, in Moscow. Veteran of the struggle for Soviet power in the Ukraine and Byelorussia. Member of the CPSU from 1911.

The son of a worker, Khavkin was employed as a garment worker. He was a member of the Poles’e committee of the RSDLP from 1911 to 1914. After the February Revolution of 1917, he became a member of the Kiev committee of the RSDLP(B). Khavkin served in the party underground in the Ukraine from 1918 to 1920. He was a delegate to the First Congress of the Communist Party (Bolshevik) of the Ukraine and chairman of the Poles’e underground oblast committee of the RCP(B).

In 1926, Khavkin became a member of the staff of the Central Committee of the ACP(B). He served on the Far East Krai Committee and was secretary of several okrug committees in Zapadnaia Oblast. Khavkin joined the Central Control Commission of the Workers’ and Peasants’ Inspection in 1931 and became a member of the Party Control Commission in the Central Committee of the ACP(B) in 1934. In 1939 he began working as a manager. Khavkin was a delegate to the Eleventh, Twelfth, Sixteenth, and Seventeenth Congresses of the ACP(B).

Khavkin was awarded a personal pension in 1957. He received the Order of Lenin and various medals.
