Stepanov, Sergei Ivanovich

Born Sept. 25 (Oct. 7), 1876, in Tula; died Aug. 14, 1935, in Moscow. Soviet state and party figure. Member of the Communist Party from 1895.

The son of a worker, Stepanov was a turner in a cartridge factory in Tula. He was a member of the Tula committee of the RSDLP from 1902 to 1905 and a delegate to the Second Congress of the RSDLP in 1903. He did party work in St. Petersburg, Orenburg, Moscow, and Lugansk. He was arrested and exiled several times. Stepanov took part in the October Revolution of 1917 in Tula; he directed the nationalization of the cartridge factory, of which he became director in 1919. A member of the Tula provincial executive committee, he was chairman of the committee and of the Tula district executive committee from 1925 to 1930. Later he was sent to do soviet and party work in Moscow.

Stepanov was a delegate to the Thirteenth through Seventeenth Party Congresses. At the Thirteenth Congress he was elected to the Central Control Commission, and at the Fourteenth through Sixteenth Congresses he was elected a member of the Central Auditing Commission. Stepanov was a member of the All-Russian Central Executive Committee and the Central Executive Committee of the USSR.
