Tiuriakulov, Nazir Tiuriakulovich

 

Born 1893 in the city of Kokand, in what is now Fergana Oblast, Uzbek SSR; died Oct. 3,1937. Soviet state and party figure; linguist. Left Socialist Revolutionary (SR) from 1917. Member of the Communist Party from 1918.

The son of a merchant, Tiuriakulov graduated from the Kokand Commercial School in 1916 and worked for the All-Russian Zemstvo Union for Aid to Sick and Wounded Soldiers, first on the Western Front and then in Turgai Oblast. In 1918 he held, at the same time, the positions of secretary of the Kokand executive committee and chairman of a Left SR organization.

In 1918 and 1919, Tiuriakulov was secretary of the Kokand revolutionary committee and a member of the Fergana oblast revolutionary committee. From 1920 to 1922 he served as secretary of the provisional executive bureau and then as chairman of the Central Committee of the Communist Party of Turkestan. At different times in this period he was a member and the chairman of the Central Executive Committee of Turkestan and a member of the Turkestan Commission of the All-Russian Central Executive Committee and the Council of People’s Commissars of the RSFSR; he was also a member of the Turkestan Bureau of the Central Committee of the RCP(B) and a member of the Revolutionary Military Council of the Turkestan Front. Tiuriakulov became a member of the executive commission of the Middle Asian Bureau of the Central Committee of the RCP(B) in 1922.

In 1922 and 1923, Tiuriakulov studied at the Moscow Commercial Institute. He subsequently became chairman of the administrative board of the Central Publishing House of Peoples of the East and headed publishing activities concerning eastern peoples. From 1928 to 1932, Tiuriakulov was the consul general in Hejaz. From 1932 to 1936 he was the permanent representative of the USSR in Saudi Arabia. In 1936 he became affiliated with the Institute of the Peoples of the East, in Leningrad, and the Institute of the Spoken and Written Languages of the Peoples of the East, in Moscow.

Tiuriakulov was a delegate to the Tenth and Twelfth Congresses of the RCP(B). He was also a member of the All-Russian Central Executive Committee.
