Ufa Directory
(also Provisional All-Russian Government), a counterrevolutionary body created by the Ufa State Conference on Sept. 23, 1918, in Ufa.
The chairman of the directory was the right-wing Socialist Revolutionary N. D. Avksent’ev. Others elected to the directory were N. I. Astrov, a Constitutional Democrat; General V. G. Boldyrev, a member of the Union for the Rebirth of Russia; P. V. Vologodskii, the head of the Provisional Siberian Government; and N. V. Chaikovskii, a Popular Socialist. The Ufa Directory was a “government” of the bourgeoisie and landowners.
In October the directory moved from Ufa to Omsk. It retained all the counterrevolutionary decrees promulgated by the Siberian Government, including the restoration of private ownership of land and the prohibition of workers’ organizations and strikes; repressive measures against the working people were strengthened. Power in Omsk was actually exercised by the monarchical White Guard detachment of the ataman Krasil’nikov.
On the night of Nov. 18, 1918, A. V. Kolchak, who had enlisted the support of the Entente and of officer and cossack detachments, carried out a coup. The Ufa Directory was dissolved and Kolchak was proclaimed “supreme ruler” (seeKOLCHAK REGIME).
