residual unemployment
residual unemployment n (Industrial Relations & HR Terms) the unemployment that remains in periods of full employment, as a result of those mentally, physically, or emotionally unfit to work residual unemployment
residual unemployment the UNEMPLOYMENT of certain members of society who cannot locate economically viable employment even in times of full employment. The costs of employing a severely handicapped person, for example, may far outweigh the productivity obtained. Residual unemployment may be reduced in terms of numbers by government subsidies to offset a firm's costs of employment but such unemployment is not easily removed. |
