Shuvalov was a member of the group close to Alexander II that defended the privileges of the upper nobility. A founding leader of the Sviashchennaia Druzhina (Holy Host), Shuvalov carried on negotiations, on behalf of the fictional Zemstvo League, with the People’s Will members M. N. Oshanina and L. A. Tikhomirov for purposes of provocation.
