Diplomatic relations were established between the USSR and Peru on Feb. 1, 1969.

The two countries concluded agreements on trade (Feb. 17, 1969), on the delivery of machinery and equipment to Peru (Aug. 25, 1970), and on cooperation in the development of the fishing industry, including technical assistance to Peru in designing and building a fish-processing plant (Sept. 4, 1971). In addition, there was an agreement on economic and technical cooperation that provided assistance to Peru for research and development of a hydroelectric and irrigation complex (Dec. 10, 1971). An agreement of May 13–19, 1975, provided, among other things, for the creation of a joint governmental commission on trade.
