Diplomatic relations were established between the USSR and Portugal on June 9, 1974. The countries concluded agreements on air transportation (Dec. 11, 1974), trade (Dec. 19, 1974), maritime navigation (Dec. 20, 1974), and on cooperation in research and in the training of personnel for the fishing industry (Mar. 4–8,1975).

In a declaration of Oct. 3, 1975, the two countries stated their intention to develop relations of friendship and cooperation on the basis of the principles enumerated in the concluding document of the Conference on Security and Cooperation in Europe. On the same date, agreements were signed on cultural and scientific cooperation and on long-term economic, scientific, and technical cooperation.
