Diplomatic relations were established between the USSR and Zaire on July 7, 1960. Diplomatic relations were broken off in September 1960; the Soviet mission resumed its activity on July 6, 1961. An agreement was concluded on the procedure for sending diplomatic mail without couriers (exchange of notes between June 18 and July 1, 1963). Diplomatic relations were once more broken off on Nov. 21–23, 1963, and were restored on Nov. 30, 1967.
