(low people), a term in certain legislative documents of 18th-century Russia that designated the lower urban strata. For example, the Regulations of the Main Magistracy (1721) defined as low people “hired hands and common laborers”—”irregular” citizens not belonging to the mesh-chanstvo (townspeople) class.
