Ridley, Clarence Eugene

(1891– ) city manager; born in Armada, Mich. He earned a national reputation as the progressive city manager of Bluefield, W. Va. (1921–25) and was the first director of the International City Managers' Association (1929–56). Known as "Mr. City Manager," he established the Public Administration Service (1933) and The Municipal Year Book (1934) and he developed standards for municipal services.
