Windows 10 ARM

Windows 10 running on ARM-based CPUs. In 2016, Microsoft announced a collaboration with Qualcomm to put Windows 10 on its Snapdragon system-on-chip (SoC) for mobile devices. Qualcomm-based tablets can execute Windows instructions via an emulation layer, allowing all desktop applications that run on Windows 10 to run on the devices. Such a "cellular PC" would enable a smartphone to become a desktop machine by connecting to a monitor and keyboard when at home or in the office.

Not the First Time
This is not the first time Microsoft put Windows on ARM chips. Windows RT tablets were ARM based, but they did not run regular Windows desktop apps (see Windows RT). See Windows 10.
