Zemstvo Board

 

the provincial and district executive body of zemstvo assemblies in Russia (1864–1917) responsible for directing the affairs of the zemstvo. According to the Statute on Provincial and District Zemstvo Institutions (1864), the boards were elected for three years. The chairman of a provincial board was confirmed by the minister of internal affairs; and the chairman of a district board (after 1890, also the members of both types of boards) was confirmed by the provincial governors.
