A rating which was accorded an acute hospital trust in the UK based on the now-extinct NHS star-rating system, which assessed an NHS organisation’s performance in terms of service to its patients; zero-star trusts had the poorest levels of performance against the Healthcare Commission’s Performance Indicators (PIs), or had made little progress in implementing clinical governance.
The Commission’s PIs were divided into Capacity targets, Clinical targets, Key targets, Patient focus targets, and its service to its patients—e.g., efficiency, reducing treatment waiting times, etc. In 2006, Annual Health Checks replaced the star system and examined a broader palette of issues, trying to make better use of the data and focus on measuring issues of more direct importance to the hospital users and service providers.
