The act or practice in which a company or government cuts small costs but leaves larger issues unaddressed and acts as if its actions represent fiscal responsibility. For example, if a government cuts highway funding, which represents 2% of spending, but leaves an unfunded liability in an entitlement program representing 65% of spending, the government may be said to be chasing nickels around dollar bills.
