Executive and Administrative Bodies
in socialist states, administrative institutions invested with authority in matters of the administration of state affairs.
Executive and administrative bodies organize the implementation of governmental tasks through the application of legal norms to specific circumstances, organize and verify their execution, and establish legal norms for the development of statutes contained in the law.
The work of the executive and administrative bodies of socialist states is based on the stipulations of the law and other decisions of the bodies of people’s representation and is carried out strictly within the limits of the competence established for these bodies by the constitution and other legislative acts. The bodies are called upon to ensure not only political but also economic leadership, organizing the whole system of social relations, including the very basis of the system, the socialist economy. The executive and administrative bodies of the USSR are the Council of Ministers of the USSR, the councils of ministers of Union and autonomous republics, executive committees of the Soviets of working people’s deputies, ministries, departments, and other bodies.
