1961–, Portuguese lawyer and political leader, b. Lisbon. A Socialist, he served on Lisbon's municipal council in the 1980s, then in the national assembly (1991–95). He has been minister of parliamentary affairs (1997–99), justice (1999–2002), and interior (2005–7) as well as a member of the European Parliament (2004–5). He then served as mayor of Lisbon (2007–15) and in 2014 became Socialist party leader. After the 2015 parliamentary elections, he formed a minority government with the support of other leftist parties and became premier.
