An non-departmental public body (arm’s-length body, quango) established by the UK Government in 2002 to create a new system of patient and public dialogue in health for England, involving traditionally hard-to-reach groups. It was responsible for setting standards and monitoring how successfully patients and the public were involved in health services. It was disbanded in 2008; its functions were subsumed by Local Involvement Networks.
