Iazkuliev, Bally

Born Jan. 2, 1930, in the village of Omor-Piakize (now Teze-El, Il’ialy Raion, Tashauz Oblast, Turkmen SSR). Soviet state figure. Member of the CPSU since 1953.

The son of a peasant, lazkuliev graduated from the Tashauz Pedagogical Institute in 1949, from the Chardzhou Pedagogical Institute (correspondence division) in 1952, and from the Higher Party School Under the Central Committee of the CPSU in 1962. From 1949 to 1952 he worked as a teacher.

In 1952, lazkuliev began Komsomol work, and from 1957 to 1960 he served as first secretary of the Tashauz oblast committee of the Komsomol of Turkmenistan. From 1962 to 1964 he was chairman of the Il’ialy and Leninsk raion executive committees of the Turkmen SSR. Betweeen 1965 and 1973, lazkuliev was first secretary of the Il’ialy raion committee of the Communist Party of Turkmenistan and chairman of the Tashauz raion executive committee. From 1973 to 1975 he was chairman of the Council of Trade Unions of Turkmenistan. In 1975 he became chairman of the Council of Ministers of the Turkmen SSR and minister of foreign affairs of the republic. lazkuliev has been chairman of the Presidium of the Supreme Soviet of the Turkmen SSR since December 1978, and a deputy chairman of the Presidium of the Supreme Soviet of the USSR since 1979. In 1976 he was named a member of the Central Auditing Commission of the CPSU. In 1981 he became a candidate member of the Central Committee of the CPSU. In 1979 lazkuliev was elected a deputy to the Supreme Soviet of the USSR.

lazkuliev has been awarded four orders and various medals.
