Scotland's supreme civil court located in Scotland. It is divided into an Outer House, which deals with important cases at first instances, and an Inner House, which (except for a few unusual matters) acts as a court of appeal. The decisions of the Inner House can be appealed to the House of Lords (save for a few special cases). Thus the court is not the supreme court of Scotland. The Privy Council has a jurisdiction in relation to devolution issues which include human rights obligations of the devolved body.
