Border Commissioners

 

representatives of contiguous states who are appointed to take measures to prevent infractions of the rules on the state border and to investigate and resolve incidents related to violation of the border regime. Border commissioners investigate and resolve claims pertaining to all kinds of indemnification that result from a border incident. More serious violations of a state border are resolved through diplomatic channels.

Border commissioners ordinarily carry on their work at joint sessions that are held on the territory of the party at whose initiative the session is held. Resolutions adopted jointly by border commissioners are mandatory and final. Issues not resolved by border commissioners are turned over to be resolved through diplomatic channels. In the performance of their duties, border commissioners enjoy personal immunity; official papers in the keeping of a commissioner are also inviolable.
