Fedoriakovlevich Ugarov

Born Feb. 14 (26), 1885, in Tver’ Province; died Apr. 22,1932, in Moscow. Soviet party and trade union figure. Member of the Communist Party from 1905.

The son of a peasant, Ugarov was a metalworker in St. Petersburg, where he also conducted party work, for which he was arrested and exiled several times. In 1917 he became a member of the Petrograd soviet and helped organize the Red Guard. That same year he participated in the October Armed Uprising and then worked in the People’s Commissariat of Labor. In 1918 and 1919 he conducted political work in the Red Army. From 1919 to 1922 he was chairman of the Kiev Provincial Soviet and deputy chairman of the southern bureau of the All-Russian Central Council of Trade Unions. From 1922 to 1925 he was chairman of the southern bureau, as well as of the All-Ukrainian Council of Trade Unions. Between 1925 and 1929 he served as chairman of the Leningrad Oblast Council of Trade Unions. In 1928 and 1929, Ugarov joined the right-wing deviation of the ACP(B). In 1930 he was involved in economic work in Moscow.

Ugarov was elected a candidate member of the Central Committee at the Fourteenth Congress of the ACP(B) (1925) and a member of the Central Committee at the Fifteenth Congress (1927). From 1923 to 1925 he was a member of the Politburo of the Central Committee of the CP(B) of the Ukraine. He was also a member of the All-Ukrainian Central Executive Committee and the Central Executive Committee of the USSR.
