Fedorov, Viktor

Born May 16 (29), 1912, in Armavir. Soviet state and party figure. Candidate of engineering sciences (1937); Hero of Socialist Labor (1944). Member of the CPSU since 1939.

The son of a worker, Fedorov graduated from the Groznyi Institute of Petroleum in 1932. From 1937 to 1940 he was head of a subdepartment at the institute and the director of the Groznyi Petroleum Research Institute. From 1940 to 1946 he was a manager in the petroleum industry, directing a trust, heading the Groznyi Petroleum Combine and later the Grozneftezavody Production Association. From 1946 to 1957 he was a deputy minister and then the first deputy minister of the petroleum industry of the USSR. Fedorov became chairman of the State Committee of the Council of Ministers of the USSR on Chemistry in 1958 and first vice-chairman of the State Committee of the Chemical and Petroleum Industry under the State Planning Committee of the USSR in 1963. In 1964 and 1965 he was chairman of the State Committee of the Petroleum Refining and Petrochemical Industry under the State Planning Committee of the USSR and was a minister of the USSR. In 1965 he became minister of the petroleum refining and petrochemical industry of the USSR.

Fedorov became a candidate member of the Central Committee of the CPSU in 1961 and a member of the Central Committee in 1976. He was a deputy to the fifth through tenth convocations of the Supreme Soviet of the USSR. Fedorov received the State Prize of the USSR in 1948 and 1952 and was awarded five Orders of Lenin, the Order of the Red Banner of Labor, and various medals.
