City LimitsCity Limitsa city’s outer boundary, which delineates its territory and separates the lands of one city from those of other territorial categories. The city limits are also the boundary of a city as a territorial-administrative unit. In the USSR the presidiums of the supreme soviets of the union republics establish or change city limits, and the procedure for establishing or changing them is regulated by republic legislation. For example, in the RSFSR these problems are regulated by two pieces of legislation: the Resolution of the All-Russian Central Executive Committee and the Council of People’s Commissars of the RSFSR of Feb. 11, 1929, On Determining the City or Settlement Limits of Newly Formed Workers’, Resort, and Health Settlements or Cities and the decree of the Supreme Soviet of the RSFSR of Sept. 12, 1957. On the Procedure for Assigning Populated Areas to the Category of Cities or Workers’ or Health Settlements.
