Economic Commission for AfricaEconomic Commission for Africa(ECA), a regional body established in 1958 by the Economic and Social Council of the United Nations. The members of the ECA are 49 African states. The main functions of the ECA include the study of problems of the economic and social development of the African countries, the promotion of the economic development of the African states, and the strengthening of their economic relations both with one another and with other countries. The commission makes recommendations and offers advice to its members on matters falling within its competence. It carries out appropriate studies and compiles surveys, reports, and other types of information. The highest organ of the ECA is the plenary session, which is held every two years. Between sessions, the highest organ is either the Technical Committee of Experts, which meets once a year, or the Executive Committee, which meets every two years. The executive organ of the ECA is the Secretariat, which is located in Addis Ababa. The commission has the following four subsidiary divisions: one for North Africa, with offices in Tangier, Morocco; one for West Africa, with offices in Niamey, Niger; one for East Africa, with offices in Lusaka, Zambia; and one for Central Africa, with offices in Kinshasa, Zaïre. The African Development Bank and the African Institute for Economic Development and Planning operate within the framework of the ECA. Economic Commission for Africa
