On the central eastern border of SD, north of Sioux Falls; created Apr 5, 1862 (prior to statehood) from unorganized territory. Name Origin: For Wilmot W. Brookings (1833-85), prominent legislator and associate justice on the Dakota Territory supreme court (1869-73). He promoted the Southern Dakota Railway, and "Judge Brookings" was the name of the first locomotive to enter what is now SD
