Agency status Agency status a UK civil service function which operates at arm's length from the civil service. Agencies developed in the wake of the ‘Next Steps’ report in the late 1980s which argued that the service provision function of the civil service (e.g. payment of unemployment benefit) should be separated from the policy-formulation part and become the responsibility of executive agencies.
