Dogadov, Aleksandr Ivanovich

Born Aug. 8 (20), 1888; died Oct. 26, 1937. Soviet statesman and party and trade-union figure. Member of the Communist Party from 1905.

The son of an agricultural worker, Dogadov was born in Kazan Province. He was a foundry worker at the Libig Plant in Kazan and a member of plant and regional committees of the RSDLP. In 1906 he was elected secretary of the Steel-workers’ Union and a member of the central bureau of the underground trade-union council. He was arrested in 1907 and exiled to Ust’-Sysol’sk in Vologda Province. After his return from exile in 1909, Dogadov conducted party work in Baku and was sent to a party school in Longjumeau near Paris in late 1910. He began to do party work in Kazan in the autumn of 1911, and he was a delegate to the Sixth (Prague) Conference of the RSDLP. Dogadov was arrested in 1912 in St. Petersburg and exiled to laransk in Viatka Province, and in 1914 he was mobilized into the tsarist army.

Dogadov participated in the February and October Revolutions of 1917 and led brigade, division, and army committees on the Southwestern Front. In February 1918 he returned to Kazan, where he became chairman of the trade-union council, a member of the provincial committee of the RCP (Bolshevik), a member of the presidium of the provincial economic council, and people’s commissar of labor of the Tatar ASSR. From 1921 to 1929 he was a member of the Presidium and secretary of the All-union Central Council of Trade Unions, which he represented in the Council of Labor and Defense of the USSR. Dogadov joined the right-wing opposition from 1928 to 1929, but later he left it. He was vice-chairman of the Supreme Council of the National Economy of the USSR (1930), people’s commissar of the Workers’ and Peasants’ Inspection of the Transcaucasian SFSR and chairman of the Transcaucasian Krai Control Commission of the ACP (Bolshevik) from 1931 to 1934, and from 1934 plenipotentiary of the Commission of Soviet Control of Sovnarkom (Council of People’s Commissars) of the USSR for Sverdlovsk Oblast.

A delegate to the Ninth through Seventeenth Congresses of the party, Dogadov was elected a candidate member of the Central Control Commission at the Tenth Congress, a member of the Central Committee at the Thirteenth through Fifteenth Congresses, an alternate member of the Central Committee of the ACP (Bolshevik) at the Sixteenth Congress, and a member of the Commission of Soviet Control at the Seventeenth Congress. He was also a member of the Orgburo of the Central Committee of the ACP (Bolshevik), a member of the All-Russian Central Executive Committee and of the Central Executive Committee of the USSR and a member of the presidiums of these two bodies, and a member of the bureau of the Red International of Trade Unions.
