Central Commission for Post-Famine Action

(in Russian, Posledgol), a commission created by a resolution of the All-Russian Central Executive Committee (All-Russian CEC) of Sept. 7, 1922, to replace the Central Commission for Famine Relief (Pomgol) and deal with the aftereffects of the 1921 famine. M. I. Kalinin was named chairman, with A. N. Vinokurov and P. G. Smidovich serving as deputy chairmen. The commission included representatives of the State Planning Commission, the All-Union Central Council of Trade Unions, the Children’s Commission of the All-Russian CEC, the People’s Commissariat of Agriculture, the Russian Red Cross Society, and the International Workers’ Committee for Famine Relief. It directed all provincial and district commissions in the RSFSR. In addition to the RSFSR commission, other commissions were also created by the central executive committees of the Ukrainian SSR, the Byelorussian SSR, and the Transcaucasian Socialist Federated Soviet Republic. In compliance with a decision of the Central Committee of the RCP(B), a central commission attached to the All-Union Central Council of Trade Unions was created in October 1922. The commissions received their supplies from the government, and donations were collected from the population. Famine-stricken areas were granted a loan of 26 million poods (more than 425 million kg) for the 1923 spring sowing, tax advantages, and monetary aid for peasants, refugees, and homeless children. The commissions were abolished on Aug. 1, 1923.
