In north-central KS, north of Salina; organized as Shirley County Feb 27, 1860 (prior to statehood) from unorganized territory; name changed Feb 26, 1867. Name Origin: Named by John B. Rupe, a county representative, for William F. Cloud, an officer in the Kansas Volunteers. Originally named as a joke for Jane Shirley, "a notorious Leavenworth prostitute" known "to all the boys."
