build, operate, transfer project build, operate, transfer project (BOT) a ‘one-off major construction project such as the building of a petrochemical complex in a country, in which the government is involved in contracting a foreign firm (or firms) not only to design and construct the facility, but also to finance it and run it on completion for a number of years.
