A body intended to bridge the administrative void created by the 2013 dissolution of Primary Care Trusts (PCTs). Cluster boards (CBs) are designed to support development of commissioning support units and have multiple other roles—e.g., explaining the rationale and endorsing the objectives of local programmes at senior management levels, and promoting and supporting needed changes. The CB is intended to ensure that benefits and desired outcomes are achieved, and sort out any disagreements that may arise.
