flexible pavement flexible pavement[‚flek·sə·bəl ′pāv·mənt] (civil engineering) A road or runway made of bituminous material which has little tensile strength and is therefore flexible. flexible pavementA pavement structure that maintains intimate contact with and distributes loads to the subgrade and depends on aggregate interlock, particle friction, and cohesion for stability (ICAO).
