Efim Novoselov

Born Jan. 20 (Feb. 2), 1906, in Kramatorsk, in what is now Donetsk Oblast, Ukrainian SSR. Soviet state and party figure. Member of the CPSU since 1925.

The son of a railroad worker, Novoselov graduated from the Kharkov Institute of Mechanical Engineering and Machine Building in 1933. He obtained a position as a metal worker in 1922 and later became a foreman. In 1933 he turned to engineering work. From 1938 to 1949, Novoselov was affiliated with the People’s Commissariat for Heavy Machinery; during this period he served as director of the Central Scientific Research Institute for Heavy Machine Building and the Novokramatorsk Machine-building Plant.

Novoselov was deputy minister of construction and road-making machinery of the USSR from 1949 to 1954 and was minister from 1954 to 1957. In the following years he continued to hold ministerial rank while serving in a series of positions. From 1957 to 1960 he headed the department of heavy machine building of the State Planning Committee (Gosplan) of the USSR. He was deputy chairman of the State Scientific Economics Council from 1960 to 1963. From 1963 to 1965 he served as chairman of the State Committee for Construction, Road-making, and Municipal Maintenance Machinery under the State Committee for Construction (Gosstroi) of the USSR. From 1965 to 1980 he was minister of construction, road-making, and municipal maintenance machinery of the USSR. He served as a member of the Central Auditing Commission of the CPSU from 1966 to 1976. He was a candidate member of the Central Committee of the CPSU from 1976 to 1981.

A deputy to the seventh through tenth convocations of the Supreme Soviet of the USSR, Novoselov has been awarded five Orders of Lenin, three other orders, and various medals. He retired on a pension in 1980.
