Efremov, Dominik

(pseudonym of Mikhail Efremovich Shteinman). Born December 1881 in the village of Vishki in present-day Daugavpils Raion, Latvian SSR; died July 19, 1925, in Moscow. Soviet party and government figure. Member of the Communist Party from 1902.

Efremov graduated in 1901 from a Realschule in St. Petersburg and studied at the Mining Institute. As a student in 1902 he organized an underground printing press on assignment from the St. Petersburg Committee of the RSDLP. In 1903 he was arrested and exiled to Siberia. In 1905 he escaped from exile and carried out an assignment from the Central Committee of the RSDLP to set up underground printing presses in Odessa and St. Petersburg. He was exiled once again in 1907 but soon escaped. During the October Revolution in 1917 he was a member of the Moscow committee of the party and a member of the military revolutionary committee of Sokol’niki Raion. In 1918 he became secretary of the Moscow Committee of the RCP (Bolshevik). In September 1918 he became chief of the political section for the Southern Front and later held the same post for the Tenth Army, serving also as a member of the Revolutionary Military Council of the Tenth Army. In October 1919 he again became secretary of the Moscow committee of the RCP (Bolshevik). In 1920 he served as commissar of the Donetsk railroad. In 1921 he became a member of the presidium of the Crimean Oblast Committee of the RCP (Bolshevik), a member of the collegium of the Crimean Council of People’s Commissars, and chairman of the Crimean Oblast Organization of Consumers’ Cooperatives. In March 1922 he became chairman of the board of Gosstrakh (Central State Insurance Administration).
