All Savers Certificate All Savers CertificateA type of certificate of deposit issued in the United States in 1981 and 1982. An all savers certificate required a minimum deposit of $500 and provided tax free interest for the depositor up to $1,000 (or $2,000 for a married couple filing jointly). All savers certificates were issued primarily by savings and loan associations seeking to build funds to provide mortgage loans. They were created by the Economic Recovery Tax Act of 1981 as a way to stimulate economic growth. |
