Cutler, Lloyd N. Cutler, Lloyd N. (Norton)(1917– ) lawyer; born in New York City. A partner in Washington, D.C., law firms from 1946, during the ensuing decades he served on numerous national commissions dealing with everything from North African land-lease, Latin American liquidation, and civil rights to ethics, violence, Canada, and strategic forces. His most prominent post was as the chief counsel to President Jimmy Carter (1979–81), which solidified his reputation as the consummate Washington "insider." |
