A term referring to:
(1) The disparity between the number of people wanted to adopt infants, most often from North America, and the number of infants available for adoption, either domestically or internationally
(2) The reduction of births in an economically advanced country—e.g., Japan—which a government regards as insufficient to maintain economic growth
