Goloshchekin, Filipp Isaevich
Born Feb. 26 (Mar. 9), 1876. in Neve!’; died Oct. 18, 1941. Soviet statesman and party figure. Dentist by profession. Joined the Communist Party in 1903.
In 1906, Goloshchekin was a member of the St. Petersburg committee of the RSDLP and of its executive commission. He participated in the conference of the expanded editorial board of Proletarii in Paris in 1909. He then worked in the Moscow committee of the RSDLP. In 1912, at the Sixth (Prague) Conference of the RSDLP, he was elected to the Central Committee and to the Russian Bureau of the Central Committee. He worked in Moscow, Petrograd, and the Urals and was subjected to police persecution. He was a delegate to the Seventh (April) Conference and the Sixth Congress of the RSDLP (Bolshevik) in 1917. During the October armed uprising of 1917 he was a member of the Petrograd Military Revolutionary Committee (he led the external and internal liaison section). After the October Revolution, he was secretary of the Perm and Ekaterinburg provincial committees and of the Ural regional committee of the party and was a member of the Siberian Bureau of the Central Committee of the RCP (Bolshevik). He took part in the struggle to consolidate Soviet power in the Urals and Siberia. During the Civil War, he was military commissar of Ural’sk Oblast, political commissar of the Third Army, and a member of the Revolutionary Military Council of the Turkestan Army. In 1921 he was chairman of the Central Directorate of the Mining Industry in Moscow. From 1922 to 1925, Goloshchekin was chairman of the provincial executive committees of the soviets of workers, peasants, and Red Army deputies and a member of the provincial committees of the RCP(B) in Kostroma and Samara, and then secretary of the regional committee of the CP (Bolshevik) of Kazakhstan. In 1933 he became main state arbitrator of the Sovnarkom (Council of Peoples’ Commissars) of the USSR. He was a delegate to the Eleventh through the Seventeenth Congresses of the Party. At the Thirteenth. and Fourteenth Congresses, he was elected a candidate member of the Central Committee, and at the Fifteenth and Sixteenth Congresses he was elected to the Central Committee of the ACP (Bolshevik). He was a member of the Central Executive Committee of the USSR.
