Garbuzov, Vasilii

Born June 20 (July 3), 1911, in Belgorod. Soviet state and Party figure. Became a member of the CPSU in 1938. Born into the family of a worker.

After completing a secondary school and factory apprenticeship instruction, Garbuzov worked as a joiner from 1925 to 1930. He graduated from the Kharkov Institute of Finance and Economics in 1933 and completed his graduate education in 1936; he then began teaching in the same institute. He received his candidate of economics degree in 1939. From 1941 he worked in the People’s Commissariat of Finances of the Kirghiz SSR, and then he worked in the Ministry of Finances of the USSR. From 1944 to 1953, Garbuzov was director of the Kiev Institute of Finance and Economics. In 1950 he became chairman of the State Planning Commission of the Ukrainian SSR. In 1952 he became deputy finance minister, and in 1953 first deputy finance minister, of the USSR. In May 1960 he became minister of finances of the USSR. He was a delegate to the Twenty-second through Twenty-fourth Congresses of the Party, at which he was elected a member of the Central Committee of the CPSU. He was a deputy to the fifth through eight convocations of the Supreme Soviet of the USSR. Garbuzov has been awarded two Orders of Lenin, the Order of the Red Banner of Labor, and medals.
