  1. a British organization with offices in many towns to which people can go for free advice about the law, money problems, the government services available to help them, etc. Citizens Advice is mostly paid for by the government and by local authorities, and many of the people who work for it are volunteers. It started in 1939, when people needed information about the arrangements that had to be made during the Second World War. The name of the National Association of Citizens Advice Bureaux (CAB) was changed to Citizens Advice in 2003.
