Richard Austen Butler (1902-82) an English conservative politician who held every important position in government except that of prime minister. He is sometimes described as ‘the best prime minister we never had’. He was Chancellor of the Exchequer (1951-5), Home Secretary (1957-62), and Foreign Secretary (1963-4). Most people expected him to follow Macmillan as Prime Minister, but Macmillan preferred Sir Alec Douglas-Home. Butler was made a life peer in 1965.
