Army Corps of Engineers flooded much of the Sioux’s remaining and best agricultural lands, impounding a vast reservoir behind a dam.

Ruth Sanchez, a Palmdale activist, said the practice of impounding cars of unlicensed drivers — often poor, undocumented immigrants — had decreased but not completely ended.

The dog’s symptoms have improved since the impounding nearly two weeks ago, she said.
