AT&T has already launched addressable TV advertising, where different households watching the same program will see different commercials, through DirecTV.

Addressable, or targeted, advertising uses set-top boxes to route commercials to specific households or neighborhoods based on data about income, ethnicity, gender or other characteristics.

"But I think people still continue to underestimate how large the addressable opportunity is," he said.
