An unsigned diplomatic note, of the nature of a memorandum, which is written in the third person.
1855E. Grenville Murray Embassies & Foreign Courts xvii. 264 Certain diplomatic worthies invented a double-faced document called a note verbale, or summary of conversation. These notes are unsigned. Their object is merely to refresh the diplomatic memory... They are supposed..to combine all the advantages of writing and conversation. 1911Encycl. Brit. XIX. 823/2 The so-called notes verbales are unsigned, and are merely of the nature of memoranda (of conversations, &c.). 1917E.
