Root and Branch Bill n. (also with lower-case initials) now historical a bill embodying the proposals of the Root and Branch Petition, brought before Parliament in May 1641.The bill was defeated, but its aims were ultimately achieved under the Ordinance for the abolishing of Archbishops and Bishops in England and Wales, passed in October 1646.
