Welsh Not n. (also Welsh knot, Welsh note) now historical a token fastened around a child's neck as a punishment for speaking Welsh (cf. earlier Welsh lump n. (b)). [The precise origin of the construction is unclear, but it is likely to be a shortening of a full sentence such as ‘Welsh must not be spoken’ (compare quot. 1844).
