a city and administrative center of Nizhnii Lomov Raion, Penza Oblast, RSFSR. Situated on the Lomovka River (Oka River basin). The terminus of a 33-km branch of the Penza-Riazhsk line, 115 km northwest of Penza. Population, 17,000 (1970). Industries in Nizhnii Lomov produce plywood, bricks, butter, and liqueurs and spirits. Nizhnii Lomov was founded in 1636 as a fortification and became a city in 1780.
