Millspaugh Missions

 

American financial missions to Iran (1922–27 and 1943–45) and to Haiti (1927–29), headed by State Department economic adviser Arthur C. Millspaugh. In Iran, Millspaugh assumed the post of administrator general of finances. His missions established US control within key financial sectors and over the economy as a whole, interfering in the country’s internal affairs and hindering the development of Soviet-Iranian relations. The Millspaugh missions were closely linked with reactionary circles in Iran and were withdrawn from the country after public protests. In Haiti, Millspaugh took the post of financial adviser and receiver of customs. His mission helped to strengthen the hold of American imperialism upon the country.
